thanks for your update.
I didn't pay attention on the deployment type (sorry for that) and thus checked on my typical 9.25 box. On a distrivuted environment the file is in fact not in place on the DPS. This plus your information that it's the same on another 9.25 box makes this even worse, because why should BSM load something on the DPS which belongs on the GW?
For your installation order you listed
9.20 -> 9.25 -> 9.25P001 -> 9.25P002 -> IP1 -> IP2
what are 9.25P001 and 9.25P002???

one more (final) idea:
have a look at 
[INSTALLED_SERVERS]
Data_Processing_Server="1"
Gateway="0"
in the file <HPBSM>\conf\TopazSetup.ini.
Perhaps your system thinks it's a GW or a GW and DPS.

If this is all fine as well, I can only ask you to open a support case, I ran out of ideas.
