as Asaf already stated, master.config is a configuration file used by SiteScope, and usually not being modified by customers (unless you know exactly what you are doing).
I cannot see the value of documenting each and every possible entry in there.
The easiest approach:
check the documentation!
When I search the SiteScope 11.32 documentaion for "master.config", I can find 193 entries. For SiteScope 11.24 most likely it is the same.
So all the entries you can find in the documentation are documented, and usually it's also mentioned when and how to modify the values.
There were many attempts in the past fo provide a good documentation of all keys / entries, but some of them are outdated, some of them serve very specific needs, and there are even entries which only got introduced via a hotfix, so it's impossible to provide such a list.
If you do have a specific question, it should be possible to answer it.
